Notepad, Dreamweaver 4, Topstyle (for CSS), and Photoshop all have a permanent place in my toolbox.  I am currently evaluating Arachnophilia and Home Site...but the jury is still out on those two.
That's what I think; but then again, I'm a jack@ss...

Graphics - Paint Shop Pro7 / Photoshop
(just brought it recently) and Fireworks and Flash.

HTML - Dreamweaver and UltraEdit and Notepad.
UltraEdit is good. But sometimes i just feel a simple notepad will do the job better.

I usually use Photoshop 6.0 for all of the graphics on a site, then, if I need to, I use Fireworks 4.0 for slicing images up (image ready really sucks at that so I stay away from it). Then I export it to Dreamweaver, where I do all/most modifications by hand. I've found that by doing things that why I get the best of all three worlds. Photoshop's strong point is graphics, fireworks strong point is web export, and Dreamweaver is great because I can do stuff by hand and instantly see what it is going to look like, and if you are intimadated by HTML and the likes, then you can use Dreamweaver to do things totally visually. Good stuff I tell ya.

I mainly use UltraEdit for my coding from HTML, to ColdFusion and Java.
UltraEdit is cool, can handle multiple files, syntax hightlighting, drag-and-drop...

For grapihcs and design, I use Photoshop 6.
