php.ini for wordpress to work on windows hosting

Hi,

I have a wordpress install on my domain and uploading images to post I get a

"The uploaded file exceeds the upload_max_filesize directive in php.ini"

Now based on trolling the forums here i created a php.ini file and ftp'd it to my httpdocs folder

but PHP does not seem to take any notice.

any ideas?
I assume I have not created a proper php.ini file?

the php.ini file i have created is as follows:

Hello,

if you are using PHP5 custom php.ini won't work with shared windows hosting account (it only works with php4) so get back to us at windows@lunarpages.com and we will look into it for sure do let us know what size of pictures you are trying to upload via WP.
