I use gimp and http://www.photoscape.org/ps/main/index.php photoscape. Gimp is a bit complicated and take some time to learn but you can find some great tutorials online. Try searching youtube! Photoscape is on the other side very easy to learn, and is perfect if you just want to quickly edit and resize your pictures. Try both I don't think you will be disappointed!

I can say that to chose among those ten you should pay more attention to Photoshop. If you need just simple functions then you'll find intuitively how to do it, but the main advantage is that it allows to make amazing effects because there are very convenient tools. For example in a new version there's an improved tool that helps to delete the background and change it for something different. Photoshop is my favorite software!! :)
