Indeed VPS plan does not have limitation on mail sendings until they start creating problems to other VPSs sharing the same hardware or until they are legal in California state. It is not a problem with using VPS only as a mail server with other services disabled, if you don't need them.
As for the recommendation, it depends on your needs. If the limit for shared plans (basic and windows) where you are allowed to send not more than 600 email per hour (not all emails at once but a small bunches i.e. 10 emails each minute), then you can use one of those plans. If you are planning to have a bigger mailing list, you can choose between VPS or dedicated plans which don't state the limit on mailings.
