There is a default setting in apache config file which looks like this:
Alias /icons/ "/apache root folder/icons/"
which is enabled by default and allows web visitors to access this file through our sites. I suggest that you disable this feature for it effects traffic load for some users when bots scan thid directory. note: there is of ourse a way to disable it using .httaccess but it seems to me it should be disabled by default.

The icons are used for when "fancyindexing" is turned on, so for many users, they are necessary.

You could stop robots scanning it by not linking to it or submitting that directory to search engines. They won't scan it if they don't know it is there. They won't look for it by default.

You could set up a robots.txt file to exclude the directory. http://bridges.state.mn.us/robots.html
