Problem sending a packet in PHP using socket_sendto()

I have one more question..

I'll try to keep this concise...

The project I'm working on does user account validation off my Lunarpages-hosted website, and I want my PHP script to send a UDP packet to an external server, notifying it that "user just authenticated, expect a client connection, etc".  The socket_sendto() function *ought* to do the trick, but it seems disabled?

My C++ clients are able to send UDP packets to the server just fine on port 6000, so I don't think its a firewall issue.  I have added the IP for to my inbound rules.

socket_sendto() is supposed to have a return value (bytes sent), but it returns nothing, which makes me wonder if its administratively disabled?
